- ABM centre of excellence created with appointment of three new consultants
- Nottingham, 10 December 2009 - Criminal intelligence IT specialist, ABM, has today announced the creation of a new centre of excellence with the appointment of three new consultants: Steve Bungay, George Frame and John Buckley. With a combined police service of 88 years, the consultants will help direct development of the next wave of ABM's products, drawing on their practical knowledge and expertise in areas such as intelligence, crime and covert policing.
- Steve Bungay, an ex detective superintendent with Kent Police, spent the majority of his 30 years service in the field of criminal investigations, predominantly specialising in the areas of intelligence and covert operations. During his service in Kent, he carried out a number of roles including those as a senior investigating officer, intelligence coordinator, Basic Command Unit (BCU) commander and head of covert operations. In the most recent stages of his police career, Steve was the programme manager for the ACPO Lawful and Effective Use of Covert Techniques Professional Practice Programme, including representing ACPO on the revision of the RIPA Codes of Practice on Surveillance and CHIS.
- George Frame is also an ex detective superintendent with 30 years' service. His most recent role was with Nottinghamshire Police where he led a number of strategic initiatives, including the development and procurement of IT systems. In his role of force authorising officer, George had direct responsibility for the management of the force's Level II CHIS (covert human intelligence sources) handling operation. He ensured that the appropriate CHIS were recruited, managed and tasked with regards to supporting serious crime investigations and that the force's operations were compliant with RIPA and other legislation and guidance. George sat on a number of national committees considering areas of covert policing.
- John Buckley served as a police officer in Northern Ireland for over 28 years, specialising in all aspects of counter terrorism, intelligence gathering and covert operations. With extensive experience in the management of confidential informants and intelligence gathering, he researches, analyses and authors articles on best practice in the use of human intelligence sources. John has also completed a Masters in criminology and criminal psychology at Portsmouth University and uses his knowledge and experience to provide training for law enforcement agencies around the world.
